Carl O. Rowe

Carl O. Rowe, PHM, CMC

Carl Rowe is CLARITY Advisors to Management's founder and Senior Consultant. Rowe's professional consulting career began in 1973, while employed by the federal government. He left federal service in 1983 to start his own consulting practice and over the ensuing years worked with a variety of public and private sector clients. Rowe is known for his decisive approach to management and has a proven reputation for excellence, which has made him a resource to several public agencies in Southern Nevada. He most recently served as the Interim Executive Director of the newly formed Southern Nevada Regional Housing Authority. Prior to that, he had served in interim positions as Managing Agent of the Las Vegas-Clark County Library District and Executive Director of the Clark County and Las Vegas Housing Authorities. He was twice the permanent Executive Director of the latter agency: first, from 1990 to 1994; and second, from 2007 through 2009. Rowe is a highly regarded executive with a reputation for successfully guiding and turning around troubled organizations. He also gives freely of his time to several community-based organizations.

Among Carl's honors are having been named in several Who's Who publications (America; Finance and Industry; the West; the World) as well as in Distinguished Men in Southern Nevada, the Las Vegas Business Press Top Fifty over Fifty, Who's Who in Southern Nevada Business, and America's Registry of Outstanding Professionals.

Carl received a Bachelor's Degree, cum laude, in Government and Politics from George Mason University and a Master's Degree in Urban Affairs from Virginia Polytechnic Institute and State University.

Carl and his wife, Dale, a training and development professional, have lived in Las Vegas since 1988.
